F02 / W02 Negotiations

The plan worked. Italy moved to Tyr; Austria takes Munich; and England/Germany move away. The short-term crisis is over, but sadly, I did not need to prioritize defense over taking Portugal. Hindsight is always 20/20. No build for me.
